This issue has multiple possible causes and solutions.
According to Google's knowledge base the most common cause of this problem is a corrupted user data file. To fix this browse to : "%LOCALAPPDATA%\Google\Chrome" then rename the "User Data" folder to "User Data Backup"
Another possibility is that the user has set compatibility mode on their instance of Chrome to something other than Windows 7/8. To fix this follow these steps:
Right clicked on the Google Icon
Went to restore previous Versions
Clicked the Compatibility Tab
Changed it from windows xp ( service pack 2 ) to Windows 7
